APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active 
Duty, be amended to reflect award of the Headquarters of the Air 
Force (HAF) Badge.  


APPLICANT CONTENDS THAT:

He is a prior service member and meets the criteria for wear of 
the HAF Badge.  

The applicant’s complete submission, with attachment, is at 
Exhibit A.


STATEMENT OF FACTS:

The applicant entered the Regular Air Force on 19 Aug 03 and was 
transferred to the Air Force Reserve on 18 Aug 07.  He is a member 
of the Kentucky National Guard.   


AIR FORCE EVALUATION:

AFPC/DPSIM recommends approval.  The applicant served in the USAF 
Honor Guard from 2003 to 2007 and is currently a member of the 
Kentucky National Guard.  The Air Force District of Washington 
(AFDW) Qualifying Positions for Wear of the HAF Badge policy, 
dated 1 May 13, and the AFDW Guidance Memorandum to AFI 36-2903, 
Dress and Personal Appearance of Air Force Personnel, state “This 
authorization applies retroactively to Ceremonial Guardsman still 
actively serving in the Total Force.”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant 
on 26 Jan 15 for review and comment within 30 days (Exhibit C).  
As of this date, no response has been received by this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the 
existence of an error or injustice.  Having carefully reviewed this 
application, we agree with the recommendation of the Air Force office of 
primary responsibility and adopt the rationale expressed as the basis 
for our decision that the applicant has been the victim of either an 
error or an injustice.  Therefore, we recommend the applicant's records 
be corrected as indicated below.


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force 
relating to the APPLICANT be corrected to show that his DD Form 
214, Certificate of Release or Discharge from Active Duty, issued 
in conjunction with his separation on 18 Aug 07, be amended in 
Item 13, Decorations, Medals, Badges, Citations and Campaign 
Ribbons Awarded or Authorized, to reflect the Headquarters Air 
Force Badge.
